General Position Summary
Under the deputation of the Food Security & Emergency Coordinator and other senior management personnel, the Programme Manager holds a critical leadership role. They will guide a team dedicated to the implementation and quality assurance of food security and emergency programmes across all operational areas of PIN in Northwest Syria.
Responsibilities
Programme Implementation:
- Ensure the high-quality and timely execution of PIN’s food security and emergency programmes in Northwest Syria.
- Collaborate with the Head of Project to provide technical support and guidance to the programme team.
- Conduct regular field visits for monitoring purposes, providing recommendations to enhance technical quality and adherence to standards.
- Develop implementation plans for field activities and monitor progress to ensure target outcomes are met.
- In cooperation with the MEAL team, regularly update the MEAL plan, ensuring accountability and appropriate monitoring and evaluation of activities both cash and non-cash based; integrate feedback into ongoing programming.
- Ensure programme team proficiency in and consistent use of established quality tools developed in coordination with the Head of Projects.
- Formulate procurement plans, ensuring project activities align with procurement schedules and cluster standards, in close coordination with support departments.
- Regularly review budget forecasts and financial requests, monitoring actual expenditures to prevent discrepancies.
Programme Development:
- Engage in data collection and field-specific analysis, contributing to the development of multi-sectoral proposals and food security strategies.
- Aid in the development and periodic revision of PIN’s Food Security Strategy and related proposals.
- Identify and assess opportunities to expand and enhance PIN’s food security and emergency efforts, utilizing learned lessons and integrating feedback.
- Remain informed on food security and market trends in Northwest Syria, sharing insights with the FS Coordinator (Deputation), senior management, and relevant stakeholders.
- Enhance PIN’s reputation as a significant player in food security and cash intervention in the region.
- Collaborate with the FS Coordinator (Deputation)/Program Director to develop tools, SOPs, and technical standards.
- Cultivate and maintain strong relationships with donors and partners, ensuring the integration of feedback into programme design.
Technical Tasks:
- Support local teams with the PIN E-voucher system, providing solutions, designing workarounds, and sharing new knowledge.
- Facilitate information exchange between field teams and developers, communicating upcoming system updates and ensuring alignment with operational procedures.
- Troubleshoot technical issues, maintaining detailed records and liaising with developers for resolution.
- Stay informed on platform developments, understanding current challenges and solutions.
- Oversee and ensure the quality of information from distribution lists, collaborating closely with Project Coordinators/Program Managers.
- Contribute to programme success through data visualization and quantitative analysis using tools like Excel and PowerBI.
- Assist in the development of data flows and reports for the food security programme.
- Participate in meetings related to the PIN system.
- Approve and verify vendor invoices in collaboration with field teams.
Reporting and Documentation:
- Prepare high-quality, timely narrative reports for donors, ensuring they accurately reflect program goals.
- Ensure timely uploading and meticulous documentation of program records, adhering to PIN’s archiving and audit requirements.
- Work with field teams to analyze data, generating insights for enhanced reporting and program effectiveness.
- Implement best practices in reporting to boost efficiency and compliance, continually improving report quality.
Team Management:
- Oversee a team of 30-40 national staff, directly managing FS and CASH Team Leaders in NWS.
- Contribute to team planning, development, and when needed, restructuring.
- Assist in the recruitment of additional staff in accordance with budgetary provisions and PIN procedures.
- Evaluate and address training and development needs within the programme team, collaborating with the FS Coordinator (Deputation)/HR on capacity building.
Representation:
- Support the FS Coordinator (Deputation) in coordination activities related to the FSL cluster, Cash WG, SNFI cluster, consortium partners, and other actors.
- Ensure effective coordination with local authorities, including Local Councils and Relief Offices, either through direct liaison or by delegating tasks as appropriate.
Required Skills
- Proven ability to work independently and consistently deliver high-quality results
- Advanced proficiency in Microsoft Office applications, particularly Excel, Outlook, and Word.
- Confident, self-motivated, and a strong team player with leadership capabilities
- Excellent planning, organizational, and time-management skills
- Exceptional communication, organizational, and interpersonal abilities, with the capacity to establish and maintain strong relationships with project stakeholders and relevant teams
- Strong cultural awareness and ability to work effectively in a diverse international environment
- Adaptability and problem-solving skills, particularly in fast-paced or changing environments
Required Qualifications
- Bachelor’s degree (minimum), preferably in a relevant field (e.g., International Development, Social Sciences, or related disciplines)
- A minimum of 5 years’ experience working within an NGO, with a focus on Food Security or Emergency Response
- Fluency in both English and Arabic (written and spoken); proficiency in Turkish is an asset
- Project Management certifications (such as PRINCE2, PMP, or PMD Pro) are highly desirable
