Middle East Region

RI operates in six countries in the Middle East region:  Iraq, Jordan, Lebanon, Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity.  We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.

 

Africa/ Asia Region

RI operates in seven countries in the Africa/Asia region: Afghanistan, , Iran, Myanmar, Pakistan, Philippines, South Sudan, and Sudan, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity. We employ more than 3,000 staff (direct and indirect) in the Africa/Asia region and implement a range of humanitarian and development programs valued at approximately $60 million USD on an annual basis.

 

  1. Job Profile

 

This is a technical position with responsibilities of managing the health interventions in RI programs under the supervision of deputy health manager. The primary function, under the leadership of the deputy health manager, is oversee the planning, implementation, and monitoring & support of primary and secondary health care services in the supported HFs in NWS. The HC will ensure that the health services are provided in line with global and national guidelines, humanitarian principles, and donors’ requirements.

 

  1. Key responsibilities

 

Technical monitoring and program quality

  • In collaboration with the Deputy Health Manager (DHM) develop and review the scope of work for RI-supported health facilities in line with The Essential health service package (EHSP), WHO standards, internally agreed standards for secondary health care including reproductive health and health standards for Syria context
  • Participate in the design of the health sector contingency plan (in coordination with Health manager, Deputy Hub-lead, program and security) as part of wider preparedness and adaptive management
  • Ensure supported HFs have the required tools, SOPs and guidelines to provide quality health services as per global and national standards.
  • Conduct regular visit to NWS to monitor the implementation of quality health services and provide technical support for field medical officers.
  • Review the technical monitoring reports from the medical officers and provide feedback on quality improvement need.
  • Conduct a desk review of best practices and lessons learned on delivering health services in crisis settings and present findings to relevant department.
  • Provide continus technical analysis for the health services including the burden of morbidities and mortality, outbreaks, and areas for intervention, and ensure that the findings will be reflected on the program design
  • Provide technical support throughout all stages of the project cycle management including needs assessment, technical strategy, and implementation as well as monitoring and evaluation. This includes review of project materials and develop monitoring and implementation plans for all health sectors covered by this position.
  • Review M&E system in collaboration with MEAL team; including, the development of M&E tools and methodology, management of reporting mechanisms and information flow, and analysis of program data and impact;
  • Lead the development of a proper referral pathway in coordination with relevant department and monitor adherence to these pathways
  • In coordination with the line manager (deputy health manager) and program teams, contribute to the concept notes and proposal development process to ensure all proposed activities are technically sound and based on agreed upon health protocols and standards and are in line with RI strategic direction for health support from a technical perspective.
  • In coordination with the line manager, provide quality input to regular and ad-hoc internal and donor reports
  • In coordination with HR department follow up and support the recruitment process for vacancies in the supported HFs

Capacity building:

In close collaboration with the DHM

  • Develop tools to conduct a training need assessment of RI-supported health facilities.
  • Develop the technical part of RI capacity building plan.
  • Develop a plan for organizational orientation with the principles of health program and technical tools that used by health unit
  • Follow up training outcomes and provide technical supervision on, to show how the outcomes of every training will be reflected on RI technical design

 

Coordination:

  • Coordinate with academic institutions to access latest research and materials to tap into the latest research to identify how to implement the primary and secondary health program including reproductive health and support component of the program
  • Represent RI in routine donor monitoring meetings and other technical forum as requested by the supervisor
  • Present health program components to stakeholders, donors and others, as requested by the supervisor
  • Participate in health cluster and technical working groups meetings when needed, to introduce and update RI’s health program as requested by the supervisor
  • Ensure internal coordination and collaboration of interventions through review meetings and provision of regular updates
  • Support field teams in coordinating technical issues with the relevant local health authorities and other health sector actors working in RI intervention area
  • Any other task assigned by the supervisor

  1. Person Specification

 

Skills, knowledge and expertise required for the role.

Essential criteria

  • Advanced degree in medicine preferably with post-graduate degree in public health or related field
  • At least 3 years’ experience working with INGOs in humanitarian or development contexts
  • Extensive experience in provision of primary and secondary health care services in Syria context
  • Experience in providing technical assistance to public health service providers in remote conflict setting.
  • Experience in health staff capacity building including facilitation of trainings
  • Ability to analyze and interpret data and to track performance against program indicators
  • Fluent in written and spoken English and Arabic.
  • Skills on using Microsoft Office applications.
  • Ability to travel to Syria and within Syria where the security situation permits.
  • Ability to work effectively with various personalities and cultures.
