Project: Technical Assistance to Monitor the Performance of EU Support to Refugees in Türkiye
Short Project Description: The aim of the project is to support the EUD in Türkiye and DG ENEST (Directorate-General for Enlargement and Eastern Neighbourhood) in the continuation of services for the result-based monitoring of implementation of interventions funded under the EU support to refugees (including Facility) via strengthening the capacities built on result-based monitoring system. The Technical Assistance will mainly have two levels of monitoring and reporting responsibility in the EU support to refugees monitoring system: i) Results Framework level and ii) Intervention (contract) level.
Description of Tasks:
The Priority Area Specialist (PAS) will be mostly responsible for the work packages of the Result Area 2 (RA2)
(Level of involvement indicated after each respective activity, L-large, M-medium, S-small)
Result Area 2:
- Overarching task: Maintaining an overview of policy developments and significant research studies and surveys conducted within Türkiye of relevance to the priority area (MBM) covered by the PAS (M)
A.2.2 Review of log frames and monitoring and reporting systems of the interventions (contracts)
- Lead the review of log frames of interventions in the relevant sector(s) to ensure horizontal and vertical convergence and their compliance with the Results Framework (RF) and EU results monitoring frameworks. (M)
- Support IPs in the establishment/review of their monitoring system for collection, verification, analysis and reporting of progress data and providing related advice to the relevant EUD programme managers and the IPs. (S)
A.2.3 Planning and implementation of monitoring missions
- Leading on all aspects related to the planning of SUMAF’s project review (monitoring) missions (either as lead monitor or as a co-monitor) for the projects in the priority area within the PAS’s brief (including thematic ad-hoc missions) (in collaboration with support staff); (L)
- Leading the monitoring of the interventions in the respective portfolio/plan, implement, report (and quality assurance if agreed so) monitoring missions in the respective sector as defined in the approved Annual Mission Plan. (L)
- Prepare missions’ recommendations’ implementation follow-up tables. (L)
A.2.5 Support to EUD Programme Managers in monitoring and reporting of their interventions
- Support EUD PMs in their work to monitor and report their managed interventions through different formats, planned and on an ad hoc demand, including: (L)
· Produce Project Factsheets of maximum 3 pages on a quarterly basis (at least two times a year for all projects in the respective sector);
· Contribute to specific theme report of maximum 15 pages on an annual basis (one theme report per year);
· Produce ad hoc project reports;
· Organise, attend and provide bi-annual meeting with the PMs (at least once a year).
- In addition, the PAS will support the work of the Team in the following activities of Result Area 1 of the project:
· Periodic review and operationalisation of the Results Framework
· Strengthening of data management protocols and systems to manage RF data
· Collection, analysis and reporting of RF data
· Preparation of the Refugee Assistance Monitoring Reports and other materials
Place of Performance and Assignment Duration:
- Place of Performance is Ankara with trips into different provinces of Türkiye. The assignment will last from 15th March 2025 until 1st January 2029. The position is planned as a part-time position (60%) but might be extended in the course of the project.
Qualifications Required:
- At least a bachelor’s degree in a relevant science
- Good reporting and communication skills: Ability to operate in English and Turkish language at C1 level for understanding, speaking, and writing skills according to the Common European Framework of Reference.
- 10 years of experience in international cooperation and/or humanitarian aid.
- 8 years of relevant experience in the migration and border management sector and in the field of monitoring and/or evaluation.
- Very good knowledge of results-based approaches, M&E methodologies and tools.
- Previous relevant working experience with EU funded projects is considered an asset.
