General Functions:

Under the overall supervision of SRMO and direct supervision of National Budget Officer, the Senior Finance Assistant (Budget) will be responsible for the following duties:

 

Major Duties and Responsibilities:    

  1. Support senior management in the Country Office by monitoring compliance with financial policies, procedures, rules and regulations and overseeing the financial management for all projects activities and regularly report the financial status of projects to the Programme Coordinator/Manager, SRMO, the NBO, the donor and other stakeholders.
  2. Evaluate regular financial reports and take action to resolve anomalies in coordination with the NBO/SRMO, advise Project Managers and the NBO/SRMO on unusual budget and financial trends.
  3. Assist the Program Coordinator and NBO/SRMO providing oversight of financial expenditure and accountability. Provide forecasts of cash flows according to activities of all projects. Ensure all commitments are registered and reflected in financial reports.
  4. Provide feedback to the project’s’ financial analysis and donor financial reports in accordance with the donor/grant agreement and IOM’s procedures and regulations.
  5. Prepare donor financial reports in accordance with IOM regulations and established procedures.
  6. Provide specialized support preparing Country Office annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses. Also, assist in preparing project specific budget following donor required template.
  7. Support HR by providing monthly staff projectization by executing validity checks on monthly payroll results.
  8. Support NBO/SRMO responding to audit queries and follow up on audit recommendations.
  9. Provide procedural guidance to managers and staff; supervise, guide and train other finance support staff.
  10. Review the status and monitor the donor receivable amount as per contract clause in accounting system.
  11. Perform other related duties as required.

 

Required Qualifications:

Education:

  • University degree in Accounting, Finance or Public Administration or a related field from an accredited academic institution, with at least four years of relevant professional experience
  • Completed High school degree from an accredited academic institution, with at least six years of relevant professional experience.

 

Experience:

  • Experience financial management, budget monitoring, cash management and internal control procedures; and,
  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet.
  • Ability to plan and organize work.

 

Languages:

  • Fluency in English and Turkish is required.
