SCOPE OF WORK

ICMC TuME is seeking a highly qualified Head of Finance (HoF) to provide strategic financial leadership, ensure compliance with donor and legal requirements, and drive financial efficiency across our operations.

The Head of Finance (HoF) leads the Finance Unit, overseeing financial operations in the Beirut and Istanbul offices while ensuring financial efficiency and value for money. The HoF plays a strategic role in identifying financial risks and opportunities, contributing to senior management decisions, and ensuring the organization’s long-term financial sustainability.

Key responsibilities include accurate financial reporting, budgeting and forecasting, developing/updating financial SOPs, ensuring compliance with procurement procedures, and leading audits and internal controls. The HoF supervises payroll and represents ICMC TuME in dealings with HQ, banks, financial consultants, and auditors.

This is a pivotal role requiring strategic leadership and technical expertise to optimize financial performance and ensure compliance across all operations.

RESPONSIBILITIES

1. Financial Leadership and Compliance

  • Provide strategic financial leadership in alignment with donor, HQ, and legal requirements, as well as US GAAP.
  • Oversee local law compliance, manage legal books of accounts, and coordinate with government and external auditors.
  • Optimize financial resources through effective cash flow management and ensure accurate allocation of shared costs between projects.

2. Internal Controls and Policies

  • Develop, update, and ensure adherence to financial policies, including procurement procedures.
  • Oversee the Finance Unit's role in internal controls, maintaining financial integrity and transparency.
  • Proactively identify opportunities for process improvement and cost optimization.

3. Budget and Donor Reporting

  • Prepare monthly, quarterly, and annual financial reports with variance analysis for management and donors.
  • Lead budgeting and forecasting processes, providing data-driven insights for decision-making.
  • Monitor economic trends in Türkiye and Lebanon to recommend salary and benefit adjustments.

4. Audit and Financial Oversight

  • Lead all audit processes, ensuring compliance with internal and external requirements.
  • Serve as the primary liaison with HQ, banks, financial consultants, and auditors.

5. Team Management

  • Provide coaching and mentorship to the Finance team, fostering a high-performing and efficient work environment.
  • Oversee performance evaluations and professional development for team members.

Requirements:

Education & Certifications

  • Bachelor’s degree in Business Administration, Finance, or a related field.
  • Professional qualifications (e.g., CMA, CPA, ACCA) are highly desirable.

Experience

  • 10+ years of relevant experience in financial management,
  • Experience in developing internal controls, systems and processes, and financial management within a large INGO.
  • At least 4 years' experience in grants operations as well as an understanding of USAID, DFID, EU, UN, ECHO Rules and Regulations.
  • Demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and presentation.
  • Strong knowledge of US GAAP, accounting knowledge and experience, including management of the general ledger, journal entries, payroll, payables/receivables, and balance sheet.
  • Experience in use of ERP systems and Excel is a must.
  • Experience in managing large, diverse teams with a focus on efficiency and performance.
  • Excellent oral and written English skills required.
