Role and Purpose:

The primary purpose of Monitoring Officer is to contribute to the monitoring and reporting activities of WOLAS, ensuring that human rights violations and injustices are systematically observed, documented, and analyzed. The individual in this position will play a key role in supporting the organization's efforts to monitor regions and situations impacted by human rights crises, providing accurate and timely information that informs advocacy, legal interventions, and awareness campaigns.

By contributing to the development of reliable data and reports, the role will support WOLAS’s mission to hold authorities accountable, raise global awareness of rights violations, and promote the protection of human rights through legal and strategic advocacy. The successful candidate will be instrumental in strengthening the organization’s ability to monitor the evolving landscape of human rights issues and ensure that those impacted are not left unheard.

Job Duties and Responsibilities:

  • Conduct comprehensive monitoring of human rights situations and violations in designated regions or areas of concern, ensuring that all relevant data is accurately collected, analyzed, and reported.
  • Compile detailed reports on human rights issues, including but not limited to violations of civil, political, economic, social, and cultural rights, and share findings with internal teams, stakeholders, and relevant external parties.
  • Conduct international law and human rights research and assist in preparing submissions and memoranda on various substantive and procedural matters
  • Prepare and submit regular progress reports on monitoring activities, ensuring that key developments, trends, and patterns are clearly communicated to management and other stakeholders.
  • Collaborate with general coordinator and external partners to support ongoing investigations and advocacy efforts aimed at addressing human rights violations.
  • Maintain and update a comprehensive database of human rights incidents, tracking and reporting on key developments and emerging trends.
  • Ensure that monitoring and reporting efforts adhere to the organization's ethical guidelines, ensuring impartiality, accuracy, and reliability in all reports and documentation.
  • Participate in the development and implementation of monitoring tools and methodologies, improving the efficiency and effectiveness of data collection, analysis, and reporting processes.
  • Contribute to the creation of strategic advocacy materials, including reports, briefing papers, and presentations, to support global campaigns and raise awareness of human rights issues.
  • Assist in the preparation and organization of advocacy events, conferences, and workshops, focusing on human rights and the importance of monitoring in ensuring justice.
  • Stay informed on international human rights standards, emerging issues, and legal frameworks, contributing to the organization’s knowledge base and operational strategies.
  • Coordinate with other human rights organizations, international bodies, and NGOs to exchange information, collaborate on joint monitoring initiatives, and support shared reporting efforts.
  • Perform other duties as assigned.

Qualifications, Experience, and Skills:

  • A degree in Law, International Relations and Political Science from a reputable university. A PhD in a relevant field (completed or in progress) is highly desirable.
  • Proficiency in both Turkish and English at an advanced level, with excellent written and verbal communication skills in both languages.
  • At least 2 years of relevant experience in international law, human rights law, or a similar field, with a demonstrated ability to contribute to legal research, analysis, and writing.
  • Strong knowledge of fundamental human rights principles and international legal mechanisms, particularly those relevant to the protection of rights in global contexts.
  • Ability to monitor and assess human rights-related issues, and to propose viable solutions or strategies for their resolution, including contributing to advocacy efforts on behalf of affected individuals and communities.
  • Skilled in identifying and analyzing relevant human rights information, synthesizing large volumes of data, and producing clear and comprehensive human rights analyses based on diverse sources, including open-source materials, reports, and other legal documentation.
  • Proven experience in conducting international law and human rights research and drafting legal documents, including memoranda, submissions, and reports.
  • High level of accuracy in reviewing and handling  documentation, evidence, and case materials.
  • Strong problem-solving skills with the ability to work effectively both independently and as part of a team. Experience in providing constructive feedback and collaborating on legal projects.
  • Ability to manage multiple tasks and meet deadlines in a fast-paced and demanding environment.
  • A strong commitment to upholding ethical standards and professionalism in all aspects of legal work.
