Welthungerhilfe's Head Office is in Bonn, Germany whilst the Syria Response is managed from our Country Office in Gaziantep. Welthungerhilfe was established in Turkey in 2013 specifically to help people who are affected by the Syria Crisis. Since then, the organisation has expanded its program scope and scale to make the greatest possible contribution to meeting humanitarian needs in Turkey and North West Syria. Welthungerhilfe has field offices in Azaz and Afrin, as well as Gaziantep and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

Supply Chain Officer (Cross Border) in Gaziantep 

The position is to be filled by as soon as possible, with a contract duration until 30.06.2025. Employment location will be Gaziantep, Turkey.

Your responsibilities

Purpose of the Position:
The primary goal of this position is to deliver comprehensive operational services related to supply chain management while supporting the Supply Chain Manager in ensuring the seamless execution of the organization’s projects and programs within Syria.

Duties and Responsibilities:

1. Procurement and Logistics:
   • Conduct procurement processes under the supervision of the Supply Chain Manager-Syria.
   • Facilitate all operations related to the Syrian cross-border response.
   • Prepare RFQ documents based on requisitions and solicit bids/quotes from suppliers.
   • Evaluate vendor offers, negotiate better prices, and prepare Competitive Bid Analyses.
   • Oversee procurement conducted by WHH field offices and ensure compliance with policies.
   • Participate in Procurement Committee meetings as a non-voting member, providing necessary information.
2. Partner Coordination and Capacity Building:
   • Review procurement documents implemented by WHH local implementing partners.
   • Collaborate with partners during kick-off meetings, training sessions, and tender openings.
   • Conduct and provide capacity-building sessions for partners and supply chain teams.
   • Coordinate with program teams and partners in setting strategic procurement plans.
3. Warehouse, Fleet, and Asset Management:
   • Revise warehouse activities, maintain inventory trackers, and review related documents monthly.
   • Review and update the asset list on a monthly basis and ensure proper documentation.
4. Documentation and Reporting:
   • Ensure all supply chain documentation is completed, organized, and archived.
   • Maintain updated records of invoices, contracts, and procurement databases.
   • Conduct field inspections of supplier locations to verify the quality of procured items.
5. Team Management:
   • Supervise and manage supply chain staff and field staff in Syria.
   • Delegate tasks, plan activities, and ensure effective remote management.
6. Compliance and Strategic Support:
   • Assist the Supply Chain Manager in conducting international and national tenders (Restricted, Simple Competitive processes).
   • Participate in the strategic planning and execution of procurement plans for Syria programs.
7. Other Responsibilities:
   • Fulfill any other tasks assigned by management related to the role and its nature.

Your profile

Qualifications and Requirements:

• Education and Experience:
  • University degree in a relevant field (e.g., logistics, business, or supply chain) or extensive on-the-job training with relevant professional experience.
  • 3 years of professional experience in supply chain, procurement, or logistics.
• Language Skills:
  • Fluency in English and Arabic (both written and spoken).
• Technical Skills:
  • Proficiency in supply chain software and Microsoft Office tools.
  • knowledge of the Syria supply chain context and challenges, with experience in resolving them.
  • Partner management and capacity-building activities experience will be a plus point.
  • Strong organizational, time management, and multitasking skills.
  • Good understanding of procurement processes and logistics in a humanitarian setting.
• Social Skills:
  • Strong communication and liaison abilities.
  • Capacity for teamwork and remote management.
  • Basic leadership skills with the ability to mentor and guide team members.
• Leadership Responsibility:
  • Direct supervision of field staff and supply chain assistants.
• Other Competencies:
  • Strong organizational and time management skills.
  • Problem-solving abilities and attention to detail.
  • Capacity to work under pressure and manage multiple tasks.
