Job Summery

The WASH and Shelter Program Coordinator will oversee the design, coordination, and implementation of WASH and Shelter projects to meet the needs of vulnerable populations. The coordinator ensures program quality, compliance with humanitarian standards, and collaboration with other sectors and partners. Responsibilities include capacity building, technical oversight, and reporting, as well as contributing to emergency response efforts. This role requires strong leadership, coordination, and problem-solving skills to ensure successful project outcomes in challenging environments.

Duties and Responsibilities

·  Program Design and Planning:

• Develop and oversee WASH and Shelter program strategies, ensuring alignment with ONSUR’s strategy.
• Lead the development of proposals for WASH and Shelter interventions, including drafting logical frameworks, budgets, and narratives in collaboration with relevant teams.
• Coordinate with the MEAL team to conduct needs assessments and analysis in targeted areas to identify gaps and vulnerabilities, providing data-driven recommendations for interventions.

Technical Oversight:

• Ensure technical quality of WASH and Shelter interventions, adhering to relevant international and local standards (such as SPHERE, WHO, and Shelter Cluster guidelines).
• Provide technical support to field teams in designing and constructing water supply systems, sanitation facilities, and durable shelters.
• Ensure the appropriate selection and safe management of water sources, and the effective implementation of hygiene promotion activities.
• Oversee the application of environmentally sustainable practices in all WASH and Shelter activities, including waste management and renewable energy options (e.g., solar panels for water systems).
• Prepare and oversee the technical guidelines and SOPs for program activities, ensuring they are followed and implemented in accordance with different contexts.

Project Implementation:

• Oversee the implementation of WASH and Shelter activities, ensuring objectives are met within allocated timeframes and budgets.
• Conduct regular field visits to monitor project progress, address challenges, and ensure quality delivery.
• Coordinate procurement with the supply chain department of necessary materials and services, ensuring they meet program standards.

Monitoring, Evaluation, and Reporting:

• Collaborate with the M&E team to develop systems for tracking and evaluating program outcomes.
• Coordinate with the grant and partnership department to ensure that the accuracy and it is within the agreed timeline of the  programmatic and financial reports.
• Capture and disseminate lessons learned from WASH and Shelter activities to improve future programming.

Proposal Development and Reporting:

• Lead the drafting and submission of proposals, ensuring that they are in line with donor requirements and address identified needs.
• Provide regular updates on proposal progress and collaborate with the finance, MEAL and supply chain teams.
• Ensure that all reporting is aligned with ONSUR and donor guidelines and deadlines.

Capacity Building and Team Support:

• Provide training and capacity building to WASH and Shelter teams.
• Develop materials and conduct workshops to strengthen the team's ability to deliver quality interventions.

Safeguarding and Compliance:

• Ensure adherence to ONSUR’s Code of Conduct, Safeguarding Policy, and PSEA policies.
• Report any safeguarding or misconduct complaints and ensure appropriate follow-up.
• Promote awareness and implementation of safeguarding standards within the team and among beneficiaries.

Coordination and Representation:

• Represent ONSUR in coordination meetings, clusters, and forums related to WASH and Shelter.
• Maintain effective relationships with local authorities, NGOs, and international agencies to ensure coordinated and complementary programming.
• Collaborate with other sector teams to ensure integrated humanitarian responses.

Emergency Preparedness and Response:

• Lead WASH and Shelter emergency response efforts during crises, including needs assessments, response planning, and rapid deployment of assistance.
• Ensure contingency plans are in place for emergency situations, such as natural disasters or large-scale displacement.

Qualifications and Experiences

Education: Bachelor’s degree in a relevant field (e.g., Civil Engineering, Public Health, International Development).

Experience: Minimum of 3 years in program management or coordination of Wash and Shelter programs in humanitarian settings.

Languages: Excellent skills in English and Arabic, Turkish is advantage.

Others: Familiarity with relevant software/tools for project management and reporting.

Personal Abilities and Skills

• Very good presentation and communication skills (written and spoken).
• Excellent interpersonal skills and the ability to interact well with people of all backgrounds, and excellent relationship-building skills.
• MS Office proficiency (Power PI, Word, Excel)
